A. BACKGROUND.
Since the proclamation of August 17, 1945, Indonesian life does not escape from the turmoil and threats both from within and from abroad which could endanger the existence of the Republic of Indonesia (Republic of Indonesia), such as: - Dutch Military Aggression. - Separatist Movement: PKI, DI / TII and others. - Judging from the geopolitical and geo-strategic geographical position, the potential of Natural Resources and the number and ability of population, Indonesia has put the nation into the arena of competition and race for the big countries, giving rise to the negative impact that may endanger the survival and existence of the state of Indonesia. Despite the challenges faced, Homeland, remained standing as an independent nation, united and sovereign, it shows the Indonesian nation has tenacity and ability to contain the ability to develop a national force, so as to face the threat, Disorders, Barriers and Challenges (AGHT). Indonesia is a country based on the rule of law is not a mere, and all are intended to maintain order throughout Indonesian society. Indonesia is a country that has 1945 as its constitution, the country where the system of government embodied in it. So that the conditions of national life is a reflection based on the National Resilience: - Pancasila as the foundation idiil. - 1945 as a constitutional foundation. - Archipelago as visional foundation.

B. SUBJECT SUBJECT OF MIND

National Objectives become subject matter of National Security as: An organization of any nature in achieving the goals set will always be faced with the problems of internal and external, as well as the state. Philosophy and Ideology Nation State became subject matter of National Security because: As the national goal there will be problems encountered as well as the philosophy and ideology of the nation state, can be read in the preamble of the 1945 Constitution as follows:> Paragraph I, freedom is the right of all nations, colonialism contrary to the Human Rights (HAM). > Paragraph II, a future that must be achieved (ideals). > Paragraph III, if the country wants to achieve the ideals of the life of the nation must get the blessing of God (a spiritual boost). > Paragraph IV, reinforce the ideals to be achieved by Indonesia in Homeland container.

Indonesian National Resilience is : dynamic condition of Indonesia that covers all aspects of national life which contains integrated ductility and toughness having the capability to develop national strength and resolve in the face of threats, Disorders, Barriers, Challenges (AGHT) either comes from within or from outside the country to ensure the identity, integrity and survival of the nation and the state in achieving national goals. In that sense: National resilience is a national living conditions that must be realized, with coaching from an early age, synergistic and continuous, personal, family, local and national. With capitalize: ductility and toughness having the capability to develop a national power, based on a geo-strategic thinking: a conception which was designed and formulated by taking into account the geographical conditions and the constellation of Indonesia. Conception is called: Indonesian National Security Conception.

F. PRINCIPLES OF NATIONAL SECURITY INDONESIA
- Principles of Welfare and Security. Welfare and security is a fundamental requirement and essential for humans, so it is a principle of the Indonesian National Defense system because without the welfare and security of national life can not take place (the intrinsic value). Realization, both welfare and safety must always be there, side by side under any circumstances. Welfare level in national life and national security achieved a measure of National Defense.
